Good points. Getting inspiration from other artstyles or even praticing the original design for EQ Girls will help em along the way.

-Proportions are ok. However, a lot of characters in the show themselves have disproportionally-looking long legs. Try to better it by bringing the mid-section down just a bit.  
-Colors are pretty loud. You can still use those colors, but the issue is they just don’t blend. Left character, looks like they’re bald with ketchup on their head. styles are a bit Microsoft-painty.  
-Havinf said that, try using Inkscape it some other drawing program where you can move the curves of the drawing around. MS Paint is harder to revert or make changes once you’ve already commit.  
-Make any words look neater.
 
I think you just need to look at other drawings people make and try to make it make sense on yours.

-Don’t use saturated colors  
-Try observing how hair behaves from real life and other art styles

They definitely can be yes. A good start indeed, but improvement is the next step.
