Why would that change the subject? Your arguing that Cozy shouldn’t get a second chance because she didn’t feel sorry for her actions. I marely pointed out that there were already cases in MLP where an unrepentent villain was given a second chance, therefore Discord is very much a part of the subject.

By that logic, we should let anyone who is scared of prison go, no matter how vile their crimes is and no matter how many times they repeat their criminal behaviour.

Where was Starlight’s desire to change when Twilight tried talking to her after her first defeat? Would Starlight want to change if Twilight had either beaten her normally or didn’t actively try reforming her isntead of fighting? I doupt it. The only reason Starlight and other reformed villains reformed is because they were given second chances and help to reform, which is something Cozy never got.
 
She tried to stop the rainboom so that she could change the time to make Twilight lose her friends. That is an alteration. Making new timelines doesn’t change that. If anything, she may have doomed multiple worlds.

and if Starlight didn’t show active regret and desire to change, I would have been happy to have her petrified as well.
 
Difference is Starlight showed desire to change, Cozy never did.
 
Also let’s not kid ourself. Starlight didn’t alter the current timeline. She was creating new ones. If she changed the old timeline, Spike, Starlight and Twilight would have vanished from existence, as that version of them would cease to exist.
