It could be that if at least 1 of the components is not 100% pony_like [Chrysalis is a changeling (half pony, half bug), & the Dazzlings sirens (half pony, half sea_serpent)], the potency of the spell in the potion/gas gets reduced to compensate for it (so it can only affect groups of 3 instead of 4).
Then: If instead of 4 ponies (or other compatible “equines”) you have 2 pony_hybrids & 2 non_ponies [ex: 1 kirin, 1 hyppogriff, 1 abyssinian_cat & 1 diamond_dog ], the spell will only be able to fuse the first two (just kirin+hyppogriff) or each of them with either of the latter two (making 2 fusions, instead of a single one).
Well tbh, I have never done a 6 pony fusion before, and generally the rule stuck to 4 participants fusing to create the fusions you see. That and the overall commentary I received saying that they would prefer 2 fusions instead of a single 1 fusion being and I had my mind made up. Also I felt as if in doing so and making these mares (with the exception of Sombra prior to being rule 63’d) would make for interesting internal dialogue and other drama that these “unstable” fusions would and could undergo.
