If you’re trying for coherency, you’ve got the wrong series.
 
Anyway, staying on the surface would make it easier for the non sea ponies to keep a watch on them and come to their aid, and we’ve seen water monsters in the series, even if I can’t recall them attacking the sea ponies.

…WHY would they need to be kept to the surface? Are Sea Ponies like penguins? Are there freshwater leopard seals in Ponyland that they need to be away from?

Especially since they can breath underwater and dry out badly without immersion in water.
 
Since the floaties would actually make it harder to swim underwater, I’m going to guess that they were used to keep the baby sea ponies on the surface, not to keep them from drowning.
