Equestria is an agricultural/early industrial society with medieval themes. Not only do fillies & colts get their butts spanked, it’s probably a judicial punishment for minor adult crimes as well. It just fits so perfectly with the innocent nature of the whole country.

Since time started, there’s been a Rainbow Dash. It goes female, then male, then female, then male, forever. One replaces the other, but not instantly, and acts as a sort of ‘father’ or ‘mother’ figure until they’re ready to be fully replaced by the new one.
 
Hence Commander Hurricane.
