The royal’s control the sun and moon, Plus it does seem kinda of big that the ruling family controls the Equestrian military. Wonderbolts and all that. Yes, Communism can happen through weakening the state, but most forms of government can spring up from a weak state.
The royals are definitely not complete dictators or anything, but they do have a great deal of power. I mean, I really doubt anyone is going to argue if Celestia and Luna decide to come out of retirement in 50 years and take over again, ya know?
I tend to consider them Benevolent Dictators.
