“So this was a joke entry for a design a foal contest over on canterlot.com you could pick any two MLP:FiM characters and make a kid for them. This is Celestia and Philomena. Har har har
Sadly, I really ended up liking the character. Poor guy is born every morning and molts and turns to ash every night. He makes stars to replace the ones in the sky that burn out! And some are on display across Equestria as pieces of artwork.
Full Profile from the Contest, as follows
Name:“Prince” Phoebus of Equestria
Parents:Celestia and Philomena
Sex: Colt
Age: Adolescent
Species: Phoenixus
Pelt Color:A very pale peach
Mane/Tail/Markings Color & Style:His mane is an aurora of fiery hues, going from a light red to a golden yellow. His bangs are lengthy and sweep to the side, often obscuring one eye, but the back of his mane is short and spiked up like flames. His tail is split into three sections, in variations of red, orange, and gold. He has a patch of bright red fur, which extends down his back, almost to the tail, which curls across his hide like flames. From this patch, his wings extend, very much like a phoenix, with elongated feathers of red and orange, sometimes sparks or bits of flame are seen trailing from them.
Eye Color: His irises are a vibrant red-orange, with pupils of a dark crimson, on a backdrop of yellow scleras. His eyes are lined by the same red as his wings, in a kabuki-esque manor.
Cutie Mark: A golden 4 pointed star on a fiery feather.
Motivation: Contributing to pony society and not disappointing his family.
Likes: Summer Sun Celebration (longest day of the year!), S’mores, fine art .
Dislikes: Molting and turning to ashes everyday, rain, leaving things unfinished .
Character Summary: Phoebus was born of a magical incident which took place in Celestia’s private study at the Royal Academy. She was working on a solution to one of the issues plaguing pony kind since the beginning of Equestria. Though her ponies were prospering, the ratio of male to female ponies had been out of balance. She was afraid that if this trend continued each generation would have fewer and fewer male ponies, and the longevity of the species could be in peril. Deciding to start small, she began experimenting with birds eggs. She began her spell, which swirled about the room, warping the air like a mirage.
About that time, Philomena came soaring in through the window of the tower, seeking her keeper. Thrown off by the mixed visual cues, her usual graceful descent was misjudged, landing her in the midst of Celestia’s work. The heat of the phoenix sparked a volatile chain reaction to occur within the tower, causing a rather large explosion. When the smoke cleared, a charred Celestia had a look of confusion and terror across her face, Philomena’s ashes were spread all over the room, and the tiny egg, which was not so tiny anymore, seemed to be aflame. As a dazed Philomena began to rise from her ashes, hairline cracks appeared in the egg, right before the pieces burst apart. And there before them, sat a tiny fiery pegasus, who eyed them both curiously.
As Phoebus grew up, he often watched in wonder as the ponies of Equestria praised his mother and aunt as they raised the sun and moon each day. In his heart the young colt felt that as part of the royal bloodline, he would be expected to do great things for all ponykind. Or he would be shunned as a failure by his mother, which to him was the worst of all possibilities.
But due to the nature of his rebirth cycle, Phoebus found it hard to find useful things to do day to day. For indeed, he molted and turned to ash like Philomena, but due to his relation to the solar princess, the timeline was linked with the Sun’s journey across the sky. At dawn he would be reborn, and in the evening he would begin losing feathers, and by the time the moon had begun its ascension, he would retreat to his room, and be lost to the world until daybreak. The colt felt that he was wasting his life every day. Until one morning he came upon Luna deep within the castle working at a beautifully intricate forge. When the phoenixus asked what she was up to, the younger princess responded that she was creating a star since one of in the western sky had burned out the previous night. With her magic, she would levitate stardust, placing it in a small glimmering crucible. The Heaven’s Forge would melt the dust, creating a brilliant slurry of molten light. It was too bright to look at directly for more than a second or two. His aunt” motioned to a second set of goggles which hung on the wall behind them. After putting them on he was able to watch intently as she used a metal pipette to gather some of the smelted powder, and gave it a bit of a spin, before blowing into the end of the pipe. The glass-like material expanded, with a concentrated glow from within. With the powers of her horn, she shaped the crystalizing material into a multi-pointed star with the tongs and other tools that floated about her.
She looked rather exhausted, keeping the flames stoked, and the crafting itself had taken a lot out of her. Seeing how tired she was, Phoebus offered to finish the task so she could rest. He took to the art with a passion; his dexterous claws able to grip the wrought tools, and his fiery phoenix wings able to fan the flames easily. It became his passion, and under the tutelage of Luna, his skill only increased. Since then the Prince felt like a true member of pony society. The unused stars he’s created are on display all over Equestria as priceless pieces of art.”

Hey, give the artist a break. She even said it was a joke entry.
