Because there are different nerve endings responsible for it. Nerve endings feeling pain, for example, might be located deep in the skin. The ones responsible for tickle might be closer to the skin. Ever had acupuncture? If done right and in certain places you don’t feel it either.
I think in legends and whatnot a dragons belly scales are softer and more vulnerable than their back scales. That’s why they lay on jewels and whatnot. or something.
In some stories, a dragon’s weak spot is the belly.
Placebo effect, maybe?
And why I’m trying to apply logic to cartoon ponies or dragons in this case.
