It’s to help Twilight get over her fear, and for every day occurances, it still works. It’s just that with Flutters bringing so many of them at the school at the same time, it completly overwhelms her.
Because that was written before the short that made her afraid of ladybugs, and ladybugs were chosen because they’re so harmless that it’d be funny to be afraid of them.
