Okay, so a quick and dirty translation of Uotapo's text is:
「MVの賞金で資金調達? アカンアカン、金儲けは地道にこつこつせな。ウチモールの駐車場でたこ焼き屋台はじめてん。『正中摂津のソウルフード』いう触れ込みでな、タコの代わりにロブスター入っとん。コレめっちゃ儲かんねんで~」
"Use the music video prize money for fundraising? Aw, hell no! Making money is serious business! I wanna set up a takoyaki stand in the mall parking lot. I'll sell it as "Massa-Chuusettsu Soul Food" and put lobster in it in place of octopus. I'll make boat loads of cash!"
The sign itself reads as "Massa-Chuusettsu Takoyaki (With lobster!)"
So, the weird ass joke here is her using 正中摂津, which is a sort of jokey way for Japanese to write out "Massachusetts" using kanji. It's basically 正 (massa) 中 (chuu) 摂津 (settsu). 正中 can mean the center of the stage in a noh play or the exact center of something. 摂津 refers to Settsu province, which is the old name of an area around Osaka and Hyogen prefectures. An added bit of weirdness here is that Uotapo has Indigo speaking with an Osaka accent, which ties in both with the Settsu reference and how Osaka people are stereotypically money-obsessed.
