The other thing to note ia that it can’t just be that they have lashes plucked because there are two consistent features: the ones without the lashes have opposite chevrons.

Not unlikely. When making a show, they’re on a limited time and budget. Sometimes people working on a show will unfortunately have to cut corners in order to get things done on schedule.

Jim Miller (you know, the one who worked in the series and probably knows more things that the entire fandom does) confirmed that some of them are male. They had to reuse the female model because there was no time to make a male one.

I think it’s established at this point that Kirin have very little sexual dimorphism, any given male and female kirin will look rather similar.
These Kirin are all female, some with their eye lashes plucked. Not a bad concept, but I don’t think this is what the storyboard artists were going for.
