I think what the BP meant was that Stellar Flare and Firelight “made” Luster Dawn as in… you know, bow chicka bow wow, wink wink nudge nudge.
They are not THAT old! [to need in-vitro fertilization + exo_gestation of the fetus in a lab]
-> I would consider it if there was ANY indication that “the future” seen in S9E26 sugested some cyberpunk modernization/updates in technology, but neither Canterlot nor Ponyville look much different (it would had to, since Luster Dawn is a young adult mare already).
