That’s because ponies used to keep other ponies as slaves and ride them around, as we saw with Princess Platinum in Hearth’s Warming Eve. The fashion stayed around, even though pony slavery is illegal now.

Every time I see them write with their hooves i remember this. I miss seeing them use their mouths. It was a unique thing. I don’t think this rule ever counted for 2-legged poses though, that’s a stretch. They’d be handicapping themselves badly if they made it a strict ban on using the front hooves for anything but standing.
