Yeah, I think it’s the same in Sword/Shield too. Not sure why they didn’t do it that way in Let’s Go.

until revealed, I’m either right and wrong at the same time
I’m pretty sure even other female Eevees in Let’s Go don’t have the heart shape. For one thing, if I go into the Pokédex, I get separate “Form” options for Pikachu, for the male and female variants, but I don’t get the same thing for Eevee.

the heart shape only means that is a female eevee, not partner female eevee

Partner Eevees cannot evolve. And since that Eevee has that heart shape on her tail, she must be a partner one.
