Background Pony #8E1F is correct. The amount of cards is also modified by Spell Damage. In most cases this would draw you two, maybe three cards and deal just as much damage. You could draw a lot more with Malygos, but in decks that use him, when he’s already on the board - well, the game is pretty much won already.
 
So this card would be useful for deck that contain maybe Celestial Emissary, Cosmic Anomaly or Thalnos. You get a better Arcane Intellect but it’s not ridiculously powerful.

I assume this is part of the card style from Boomsday. In Boomsday, there was a mechanic where things other than damage could be improved by your spell damage(commonly noted by “improved by spell damage”). In this case, if the mage had 2 spell damage on the board, this card would draw 3 cards and deal 3 damage. That’s why they used numbers.
