Yes, because there is less risk involved in faking a freak accident than going out of your way to recreate an animal mauling near said animal’s natural habitat.  
There was every chance that that would have gone awry by Spike simply not being fooled, but they attracted real timberwolves too.  
Basically, a terrible plan.

IMHO, Pinkie’s plan was most likely to work, even if it needed split-timing precision, at least nopony was likely to die.  
Applejack is the element of Honesty, not of well thought out plans.
