Doing bad things for selfish reasons is just bad. It’s not always evil. Evil is a very strong word, like I said. It largely depends on the level of the bad stuff the person does. Being a reckless flyer is not the same level as draining all the magic from everypony or kidnapping all the most beloved ponies in Equestria.

We’re operating on different definitions of evil, I guess. I don’t feel it needs so grand a scope. A general inclination to do bad things for selfish reasons without regret is good enough from where I’m standing.
Yeah, she is kind of a sociopath, but she’s not evil. Evil is when you have immensely destructive and power-hungry intentions towards kingdoms and ponies.
How about “sociopath”? Is that too strong? Because that’s another word I’d use. She wasn’t just negligent, she went the extra mile to maximize the risk, having an untrained filly perform an unrehearsed stunt with an untested rocket (which she then duct-tapes another pair of smaller rockets to for good measure). How little does someone need to care about who gets hurt before you’ll say they’ve crossed a line?
She’s reckless, and doesn’t care about safety, but she’s not EVIL. Evil is an extremely strong word.
Tying a handicapped child to a giant rocket feels kinda like it’s entering Snidely Whiplash territory, but maybe that’s just me?
Because colluding with a genocidal centaur man to steal magic is totally not evil.
Lightning Dust isn’t evil in the slightest. In fact, she’s probably the most far away from evil antagonist in the show.
Have you even watched the Season 8 finale? Cozy Glow is evil.
Lightning Dust is just reckless, but I’d probably call Wind Rider evil. Granted, not ‘conquer the world’ evil, so Cozy can still be ‘most evil’ pegasus.
It’s more the callous disregard for people’s lives.

I… think they were hallucinations? Still, Cozy is the first time Equestria nearly got completely wrecked and it wasn’t at the hands/talons/hooves/etc. of a one-thousand-year-old terror or a misguided unicorn (or both). Unless I’m mistaken.
