Yes it was not like Stalins era, what was cruel and strict, but its very similar with Brezhnev’s time, all that atmosphere and propaganda was so familiar from my childhood, when i was short time octobrist and pioneer (soviet scout)  
Maybe nowdays China are something like this.

She are one of my top 5 ponies, she are smart and fast, good mage, and not so soft and pussy like other good ponies. Some people are not to bright. Starlight never thought she was more equal then anypony. She even got mad at somepony who insinuated that she did.

Pure soviet thing, i lived my first 16 years on that country and remember clearly all that atmosphere, propaganda and other things, i was very surprised how accurately writers did those episodes, like they are ex-soviet people too.

Of course it’s not Soviet Russia! It’s communist China, get it right!
 
Seriously, Russia under Stalin was infamous for encouraging workers to excel at their jobs instead of remaining mediocre, with very high penalties for people who did not meet impossible standards. If anything, mediocrity was desired by workers because it would not result in the government pushing standards even higher if they felt your ‘success’ at meeting quotas was proof you could handle more.
 
Maoism on the other hand pushes the ‘jack-of-all-trades, master of nothing’ idea. Instead of letting a farmer just farm, the farmer had to be self-sufficient by also being a smith. And a self-sufficient smith at that, smelting his own ore. Because no farmer has time to devote to learning every profession under the sun, they’d made low quality iron, crafting shoddy tools, leaving them very limited time to produce a meagre yield.
 
So if Starlight’s village resembled any sort of communism, it’d be Maoist, not Soviet communism. Though Mao was motivated by autarky to push mediocrity, and actually didn’t expect this outcome, thinking that his aggrarian society would bring excellence in all things. Starlight believed that if Cutie Marks are the source of broken friendship, and they represent talent, talent must be suppressed and mediocrity encouraged in order to maintain friendship. Unlike communism, there is no socio-economic driver for Starlight’s philosophy, only an effect.

But no, it’s actually about socialism, because it’s based on Orwell. Ever hear the line “all animals are equal, but some are more equal than others”? That’s Napoleon the Pig, the socialist dictator of Animal Farm, and it’s dead on Starlight’s ideology.
