That’s because after the death of the Storm King, Queen Novo and her subjects rebuild their old homeland of Hippogriffia of Mount Ari and they become inhabitants of both land and sea when they broke the Pearl of Transformation apart by Turing them into tiny pieces for each hippogriff/sea pony to wear.

Wait…if a special necklace was needed to help transform the seaponies into hippogriffs, then how come the Mane 7 didn’t need to wear one?
 
They were transformed by the power of the Pearl of Transformation. After the war, the Pearl was destroyed, the pieces turned into the necklaces.
