What really cracks me up here is, Rarity is not weirded out by a display of affection from Fluttershy.
 
She’s weirded out by the way it’s happening. Fluttershy is kind of treating her like a business associate. But she’s also getting closer than Rarity is used to for air kisses. Right into her personal space. This is simultaneously more affectionate for the type of display and less affectionate than she would normally expect from Fluttershy herself.
 
The only ponies who get that personal with la bise are the spa sisters.  
 
And in fairness considering how often they have to give massages to Rarity, I would expect them to be comfortable in her personal space as well.

And the fact she keeps trying to feel Rarity’s bosom only adds to the “out of context” aspect of this scene. 😆
