In the fifties they were called "Squares," in the seventies through nineties they were called "Sheeple" or "Conformists," in the early aughts they were called "Normies." All were used to describe people who had mainstream interests or tastes and showed no interest in anything else. So to me, any claim that this NPC meme is some kind of new or dangerous and nefarious thing is ridiculous. Do some funny and insightful people use it? Yes. Do some really stupid and obnoxious people also use it? Also yes. That's just the internet for you.
