Yeah, due to an oversight the Everfree Forest never changes during October (it's still day there). Kludgetown and the Crystal Empire also don't change but the latter makes sense considering the nature of the environment there.
 
Edit: Well, the Crystal Empire sky doesn't change but it does get decorations like the others.
