I think Spike gave Rarity that plush first, but she probably didn’t want it, so she gave it to her sister.
As for the 1 Starlight has in the picture, I think it’s the same 1 next to Twilight’s plush on the chimney, she probably doesn’t want Spike to know she has a crush on him, so she grabbed it while nobody was looking.
