It’s just very bright because the photographer (I’m guessing here) manually focused their lens on the boy’s head, and not the television. He adjusted the aperture for the right level of light to get the kid to look good, which let in a whole lot more light from the television.

Who are you talking to? The subject of the photo is the kid, and in that regard, it’s a good photo. It was taken by a professional photographer for stock photo purposes.
I guess it’s to hammer down the point that TV is evil.
