The color itself does not effect the weapon stats, it has more to do with what the orks themselves believe.  
The more orks that have grouped together under their waaaagh all follow the leadership of the strongest and largest ork in the group.  
The orks leader is usually the one who drives their beliefs, like if you carry a tooth or some sort of trophy, it will bring you luck in battle.  
If the orks all believe that guns painted yellow shoot the fastest, it can become so if their waaaagh is strong enough.  
This system only has power if the orks waaaagh is strong enough.

I’ve always loved that about the orks, if every ork agrees that red ones are the fastest, and if there are enough orks banded together under their waaaagh, then red ones Are the fastest.

What about the Breezies? Also I do think the changelings could work as Eldar and Dark Eldar, as the changelings are all about deception.

The CMC gang, or the Changling foals. Good and bad changlings might make for light and dark Eldar, but there’s no other large groups to use as goblins than young changlings.
