True enough, but the again this isn’t really that far from how the show has always tended to use background characters –
Sometimes you even got several in a single episode. It’s happened in other species, too – every male griffon until “The Lost Treasure of Griffonstone” was a recolor of Gustave le Grande, and until “The Hearth’s Warming Club” there were six different designs for background changelings and no more. All told, there’s only so much time and effort that the production crew must feel is worth putting into designing characters who are chiefly meant to fill out backgrounds and crowd shots.
The main thing that’s happened recently, I think, is that the show’s total roster of background pony characters has grown enough over the past eight seasons that most crowds by this point consist of largely unique models – compare this one from “The Washouts” to this one form “Hearth’s Warming Eve”, for instance – so we’ve gotten more or less used to a degree of uniqueness and variation among background character designs. There’s not really been the occasion for this same thing happening with other species. Also, the dragons vary in body shape and arrangement more than any other species, so I think that this sort of recolors stand out among them a lot more than they do among ponies or griffons or changelings or hippogriffs.
Yeah, but you would think they could bother to also add or edit some minor details on top of that to at least try and make them look more unique, but this is just a straight up recolor with nothing else added.

I think that’s what she is – it’s pretty common practice among background characters, after all.
She looks like a recolor of Ballista.
