Hair would ward against sunburns, but not against overheating and heatstroke. Something to keep sand out would also still be needed.

Funny you should ask that, OP. Here’s an answer for you.
Paradoxically enough, wearing light fabrics like cotton and linen can keep you cooler than being fully unclothed – I’m not entirely sure why, but it might be to limit perspiration, and if nothing else it protects you against the worst of the sun – and it keeps sand away too. It’s why desert-dwellling cultures like the beduins and the tuareg have traditionally favored clothing that covers most of the body.
Heck, the reason real-life pirates and sailors actually did wear bandannas and hats as often as they could is fairly similar – a bit of sweat is preferable to full-on heatstroke.
