According to what I looked up, Croc believed her to be a child because of those traits.
What I find weird is people consider Cozy to be just like Baby Doll, which is weird considering I never heard of Baby Doll until someone made that comparison.
Not just blow them both up together with all of Gotham, but do so via nuclear meltdown.
And I never had the idea Croc thought Baby Doll was a child. I thought he just found her clingy and annoying.
