After some searching I was able to find The Return of Tambelon parts 1 through 4. He’s never referred to as a necromancer once in all four parts. Now I don’t have access to other G1 media, like books, so he might have been called one in those.
As for necromancy, yea it does need to involve the dead or spirits. It’s defined as raising the dead (spirit or corpse) to gain knowledge or power, or to use the raised dead person as a weapon.
You don’t have to involve souls or the dead. Or at last, that’s how I remember it. And yes, he was stated to be a Necromancer. He is immortal and cannot be destroyed. In G1 they had to get rid of him(rather than kill him) by ringing a bell which would send him and his city of Tambelon back to it’s realm of banishment.
