And she practically would’ve crippled everyone in Equestria. Herself included. Without magic, everyone would go to chaos. And not the fun kind.
 
Pegasi would’ve been unable to manipulate weather or clouds  
Earth ponies wouldn’t be able to harvest the earth the way they could  
Unicorns, being frail (with the exception of Tempest) would not be able to do much without their magic, meaning they’d have to reeducate their bodies to perform mundane tasks  
Spike would lose his fire  
Day and night would not come without the aid of the princesses  
The crystal empire would lose the protection of the crystal heart and the empire would be lost for good  
Changelings would lose their magic  
Without proper chaos, Discord would cease to exist  
The mirror would be cut off, meaning Sunset could never return to Equestria  
The tree of harmony would lose its power  
And the seaponies/hippogriffs would be cut off from their homes and families by being restricted to a single area, land or sea
 
So Cozy, by far, is the most evil villain the show has had.

Cozy was Tirek’s accomplice. Cozy tried to send all magic to another world. She got creatures who couldn’t fly to go to Cloudsdale knowing magic was about to fail. She tried to send the Student Six to another world. She manipulated the student body to follow her. She sent the Mane Six plus Spike into Tartarus and gave them a one time only unlock item to get them in but with no way out. She tried to send Starlight too but when that didn’t work out she captured her and put her at ground zero. She did not wish for change.
 
Also, redeemed villains? Luna? Darkness manipulation. Discord? Lonely and wanted friends. Starlight? Misguided and willing to change. Changelings? Messed up biology. Stygian? Same as Luna with some healthy doses of possession. Sunset? Same as Luna. Sci-Twi? Overwhelmed.

Except Cozy Glow was way more smarter in comparison.

She only tried to take over Equestria in a fashion similar to Tirek’s, but not as cool.
 
She went crazy, guess her name should’ve be Crazy Glow, and ended up getting a time out in Tartarus Prison until she straightens up.

I don’t think her actions are particularly worse than other villains who have been redeemed. I just don’t think she’s as likable as any of them.

…There was no build up of Cozy being his accomplice. I think you got trailer shots, headcanons, and spoilers mixed up together to come up with the idea.
 
Neighsay and Cozy were two different villains who ended up clashing.
 
He was the Long Feng to her Azula so to speak.
