I don’t know much about the finale, but I’m guessing other people dove much deeper into the stuff leaked by the Russian hacker…  
But it is possible that she thinks she is doing the right thing, like Chancellor Neighsay leading her in the wrong direction, and by the time things have gone too far she then realizes that she has done the wrong thing…  
And by doing the wrong thing I mean she accidentally hits the wrong button and accidentally releases Tirek…  
But who knows, maybe after enough songs and musical numbers, maybe Tirek will get reformed along with Cozy Glow?

I am torn. A good part of me believes Cozy is one evil little filly but then part of me believes the writers are misdirecting us.
