I don’t see anything wrong with what Applejack said but if there is, it’s because the guy that made this comic is not a native speaker and translates the comic himself.
 
If you look around, most of the long running fan comics in this fandom are by foreigners who translate the comics themselves (and sometimes post the comic in their language first).

Yes, because the problem is poor writing. Every writer, including for comics, who does this tries to justify it with “it’s in character.”
 
This isn’t even an English-second-language issue. I know that in French, people still form coherent sentences and express full thoughts. They have proper grammar rules, even if they differ from English. They still have them.

All of that dialogue is Princess Tempora’s and there’s a reason in the story that she speaks like that.

Hey look, nopony can finish a sentence or express a complete thought. This is what ellipsis abuse looks like, kids. Don’t write like this.
