Like if we get rid of the "18 = adult" concept of law, we don't actually finish our physical development into adulthood until roughly about the age of 25. But our body and mind is programmed to start mating as early as puberty hits. That's when a person is biologically an adult.
 
A cat feels like a safer to talk about subject of example than a child here. At 6 months old a cat will hit puberty and immediately becomes sexually active. They're wired to do it. Their pheromones are released and every cat in the neighborhood senses and reacts to them.
 
Humans are just as biologically programmed. Even if we're not socially accepting of it we will still have adults that are completely normal but find children attractive. As biologically they're only children as a label, not children as far as biology is concerned. Not that they should pursue them.
