They never really specified it, until “Slice of Life,” neither character ever interacted, or appeared in the same episode prior.
They put them together for fan-service basically, ‘cause they’re both very popular bit characters, and fans tend to like to pair them up, whether platonic, or ’shipping.
Oddly, the famous “Derpy & Carrot-Top being friends” fanon kinda died.
