That’s something to work around, though it would be very easy to simply change it to “you may cast that card as if it had flash without paying it’s mana cost.” or something of that sort.
The problem there is that because of how this card works, normal timing restrictions apply. Casting the exiled card isn’t part of this effect; it just gives you the opportunity to cast it as though it were in your hand this turn. Thus, if you cast it during an opponent’s turn, you’ll only be able to cast the exiled card if it’s an instant or has flash.
It fits the fluff of the card as well.
Given the name of the card and the black cost:
“Each player may pay 1 life. If they do, they draw a card, then exiles a card from their hand at random. If it’s a land card, put it onto the battlefield and repeat this process. Otherwise, until end of turn, they may cast that card without paying its mana cost.”

But even then, you could drop the black.
It should be straight Red, Red/Blue at worst, due to the potential for a straight draw if you reveal a land, but with only one or two generic mana.
