An example of toy designs before show desings is this  
 
Notice that Twilight’s skirt just had a simple cutie mark pattern, the final in-show design had pockets and the bow was bigger, also the shoes were totally blue and the socks had a pattern (As a bonus she doesn’t have a ponytail, this isn’t a new thing, they always do this with promotional art, i mean, just put glasses on princess twilight)  
Rainbow Dash’s shoes were just blue  
AJ’s boots were traced from her original design (Maybe the designer didn’t wanted to change them or was just lazy to make new shoes lol)  
The spikes in Sunset’s jacket and boots were less detailed  
Rarity had a collar instead of a mark in her dress  
Pinkie didn’t had the hair bow and conserved the blue bracelets, her skirt was bigger
 
Those are confirmed to be their original concept art who the final designs were based, this isn’t a new thing, another example are the friendship games dolls, they don’t look nothing like the designs in the movie, specifically with school spirit shadowbolts, probably they gave all of them unique dresses before deciding to wear uniforms, also, Aria Blaze eyes were pink instead of dark purple
 
The animation staff just make the necessary changes for the animation

It depends on which design came first, toy or show. Usually it’s toy> show.
 
It takes about 12-18 months for a toy to go from inital drafts to mostly final product, and there are sometimes changes to either toy or show that the other team isn’t privy to/ can’t change.

Whats the deal with her arms? last i checked in forgotten friendship she had black sleeve gloves on both of her arms.
