She is, in the sense that she doesn't look like a real horse, like the rest of her Equestrian kind. If horses were to stumble upon Equestrians, they will run from them, their confusingly bright colours, and their magic.


 
She needs to make herself more convincing to be friends with real horses (without horns, wings, or cutie marks), by disguising herself as one.
