Uh... no it isn't permanent, the power boost she gets from feeding on love, otherwise, she would've been **unstoppable** from her hive gathering love for her to consume a very long time ago.


 
She's _*weaker_* than her Canterlot Wedding self, because I'm fairly sure that Celestia has significantly more raw power than Twilight does, and Mean Twilight was at _*best_* as strong as the original (we don't know for sure that she _*is_* equal, but she probably is).


 
Remember that she had _***very*_** recently absorbed the love from that ophiotaurus, before Tirek ate her magic, and she specifically commented that she hadn't "eaten that well in ages," and that it was "so much love."


 
Being right below Twilight by default isn't a bad place to be, in terms of power though.

As for the possible rebuttal of "but Starlight switched their marks, so she's more powerful along with Twilight," I think that's less dependent on being more powerful than the target, and that if Celestia or Luna shielded that spell, it would've done absolutely nothing.

If Starlight or Twilight were around before Celestia, they probably would've been amongst the powerful unicorns picked to raise the sun, along with Star Swirl (who Twilight wasn't as strong as as of the S7 finale, just "almost"), before they lost their powers forever, at some point.
