Depends on what you mean by whales. If you mean cetaceans in general, then they very much are, but then so are dolphins. If you mean whale in the more common sense, as in baleen whales like the blue whale and humpback, then they certainly aren’t.
Porpoises are classified in the family Phocoenidae, which is part of superfamily Delphinoidea, the dolphin family. They’re not “true”, or oceanic, dolphins, those are classified in Delphinidae, but they’re close relatives, fill more or less the same ecological niche and are classified as part of the border dolphin family within the cetaceans. They’re certainly closer to the oceanic dolphins and narwhals and belugas than to big toothed whales like the sperm whale, and oceanic dolphins are closer to proposes than they are to river dolphins.
Porpoises are not dolphins in the strictest sense, but they’re close relatives and can certainly be called dolphins under a looser definition. Whether you call porpoises dolphins largely hinges on how you define “dolphin”. If only the delphinids are called dolphins, then they’re not. If all delphinoids are called dolphins, then they technically are.

Porpoises can have very pronounced fins, too, but you’re right – the snout is too long.
The snout doesn’t convince me though, it’s a bit too long for a porpoise. Looks more dolphin-like, as does the fin.
