I think it may come from an old (OLD!) German drinking song called “Ein Prosit,” one part of which goes:
“Zicke, zacke, zicke, zacke, hoi, hoi, hoi!”

First thing that came to my mind was Whistlin’ Willy’s Pizza from the “Quest for Ratings” episode of South Park.
 
Whistlin’ Willy: Hello boys, ready to do some whistlin’? [begins to whistle]
