I’m not very suprised, that there is (or seems to be) this kind of specism among ponies. Why?


 
As far as we know, Equestria seems to be one of the very few nations/countries in the FiM world that actually flourish and prosper. It has rich soil, weather control, magic, economy, technolgy, scholarship, libraries, and so on. Comparing with the other cultured species in the show (Yaks, Dragons, Griffons, Hippogriffons, Changelings), the united three tribes of the ponies could be quite the dominating power in the FiM world. Actually it’s only because of the kindhearted nature of Celestia Equestria doesn’t grow into a global superpower.


 
Why is Celestia the balance in this? As far as we know the three tribes all alone for themself were quite much the same as the other species. Uncooperative, abusive, aggressive. Without Star Swirl the Bearded, Smart Cookie, Private Pansy and Clover the Clever who decided they need a common bond (the Alicorn princesses) after the incident with the windigos, all pony folk most likely has extinguished. After the defeat of Tirek and Discord Luna turns into Nightmare Moon. Celestia becomes some kind of passive and lost her connection to the Elements of Harmony.


 
Okay, that's what we know so far from the past. Now let's check the present.


 
After all most of the Canterlot Ponies are portrayed as highly snobbish and full of themself. Ponies like Diamond Tiaras mother Spoiled Rich seems to be the local or countryside version of this behavoir. Earth ponies are dedicated to their work and Pegasi are the weather control system and some type of para-milita. I'm sorry, I still don't know if the Wonderbolts are really a kind of military unit or not. Just like the Royal Guards both divisions lacks size and abilities to do more than personal protection for the princesses. But I recognize that they could be more if ponies really go to war (Crystal war timeline). - please don't mention the slap fights in close combat -


 
My point is this: Is Chancellor Neighsay wrong about what he says? No. He’s not. As far as we know, the FiM world has quite dangerous places (Everfree Forest) and aggressive creatures (like the Hydra or the Cockatrice) in it. The other countries doesn’t seems to make the same or any kind of progress like Equestria. Griffonstone stagnates. The Changeling Empire is relative new and Seaquestria isolated itself till the arrival of the Mane 6. So thinking about it, Neighsays specism makes some kind of sense to me.


 
Canterlot was canon invaded at least two times. Not only the changelings, the Storm King not too long ago. Indeed the whole city was ENSLAVED! Considering this, I can understand why chancellor nNeighsay wants to protect ponies and defend their way of life, and their mean of defense (Friendship). Isn't that because Twilight traveled to the huMan world to get her crown back? Because without the crown the other Elements have no power. Without Friendship the pony folk will suffer.


 
Is Neighsay right? No! Definitely not! Equestria prospered from the unity of the three tribes. To grow even further it needs friendship to make ties to the other species. Even if they’re some kind of dangerous or not thrustworthy. But like other species there will be some ponies who won’t agree with that. They rather accept and keep their comfortable status quo. Ignoring the fact that there would be even greater harm if the other species would be left out of the progress. Maybe even war?


 
I don’t know but I love the show just for the reason that it gives me something to think about it.
