The behavior of the princesses in this comic leads me to three conclusions:  
  1. Source Negligence: The off behavior is because the author is either unfamiliar with the source material or has chosen to ignore it which results in these personalities.  
  2. Alternate Universe: The story actually occurs in an AU and this fact has not been fully revealed or fleshed out. Hopefully we get some history behind why these princesses act different.  
  3. Crouching Twist, Hidden Drama: There’s some hidden force affecting the princesses and we the audience are placed at the same level as the other characters in the story. That is, having no outside knowledge of what could be amiss until it’s discovered in the story.

Yeah I asked him why does he think only Ponyvillie has Nightmares Night wend Twilight states its very popular around Equestria and Twilight isn’t the type to lie to someone and Pip’s dialog makes it clear that this being his first means the first time he’s old enough to got out at night since he’s clearly younger than most of the kids.

I talked to the artist and he basically flat out stated he never watched “Lunar Eclipse”.

Exactly. We have the right to express our opinion about a comic. that’s the point of art in the end, cause opinions. Not be liked automatically.  
(the only rule should be not trying to convert people at their own opinion at any cost or expect people to reply etc. etc.)  
Now back to this comic. It has lot of trouble. That the awesome butles try to hide(do you think those epic moustache is causal? No is to distract the flaw of the comic, that if you notice become more apparent when the butler is not around)  
Problem is that neither Luna nor Celestia seem quite right, at least considering what we know about them. Something is off.  
Celestia is WAY too strict all considered. And way too much careful about Canterlon elite, considering she had no toruble inviting the mane six at the gala, knowing how some of them were(seriously do you think THIS celestia would ever invite pinkie pie anywhere?! Or Rainbow Dash? Or Apple-best pony-jack?). And she seem to forget that this behaviour was what caused the Nightmare moon “trouble” millenia ago.  
And Luna….yes at the end of the halloween episode she acted all fun and relaxed, but at first she was the most elitarian formal pony EVER. Twilight had to literally EXPLAIN her how to behave in a way that would not FRIGHTEN AND TERRIFY her subjects!!  
Was this what this Celestia and Canterlot nobles preferred? A scary uber formal princess, that swith her mere presence remind everyone of her dommbringer persona? REALLY?  
I understand that this Luna seem to be little out of control and not understanding the right time and place for fun and pranks, but saying she had to be technically imprisoned AGAINST HER will, well is kinda of dangerous method.  
I doubt she like being imprisoned, not after 1000 years of being trapped in the moon. remeber she was not as evil as kind sombra nor as insane as discord. So long imprisonement could have been tougher to her.  
(for the chronicle i think discord fit the “equestria satan” role better than luna. She fit more the role of beast of Apocalypse)

I’m honestly not seeing where this comic is redeeming itself. All I’m seeing is Celestia being more concerned with appearances than the well being of her sister.
 
She wants to mold Luna into what she and elite pony society thinks a “proper princess” should be. She wants Luna to behave how she wants her to behave, not caring about what Luna wants or her personality. Celestia wants a nice little robot that acts and behaves how it’s told; not an individual with it’s own mind and way of thinking.
 
So in the end, to me, Celestia is still a bitch.
