What oif scars can be healed completely only when they're just done, but magic had to be used mainly to cure worse damage as internal one and to the organs. Then they couldn't make it perfectly for the magic was all drain out before getting into healing up the skin. Like, when magic doesn't work with manes, this could be similar.
