It’s because it has been illegal for the longest time in Japan to depict genitalia, even in pornography. Tentacles are about as phallic as you can get without technically being genitals, and before long it became a niche fetish subject in hentai.

You know, as much as I shouldn’t try and put logic into heintai, I have to ask…Why do tentacles mate with females of other species? Are they trying to impregnate them or something.
