Well actually Cathy uses similar voice with Mayor Mare, the difference is just like the way they talk more than the tone of voice, if you watch Perfect Pair you will notice that Mayor Mare sounds pretty much like Spike.

Not as much as you think since Spike sounds male in the show and the way he is animated is rather masculine. Here however Spike face is softer and he is stands in a rather feminine stance most of the time.
