I don't think that this was ever mentioned in the movie or the book "A stormy road to Canterlot" but looking at their old home I think it should have been a few years.
Mostly because Skystar was a "child searching for friends" in the book and also in the movie
Although Tempest still was very young when she ran away and left Equestria, she most likely had spend a few years in that desert town (can't remember it's name) before she met the Storm King and accidently destroyed the home of the Hippogriffs
