Making a cat hand motion, often done with a ‘meow’ or ‘rawr’, is often used to convey flirting. Its been in modern media for many decades, and falls under a large, LARGE umbrella of cat tropes related to female sexuality, among which the term ‘Cat Fight’ was popularized as a term for two girls fighting.
It has absolutely nothing to do with Star Wars, its just an extremely well known trope. 90% of the original flirty 60s Catwoman is based on this trope.

The other scenes were obviously intended for ‘out of context’ humor, but this scene specifically can only be interpreted so many ways.
