when i was in england this summer i did ride a few coaches and seatbelt usage was mandatory in each of them in each of them, which took a bit of getting used to. here in the u.s., though, that's not the case at all. my home state just this year signed a law mandating that all new school buses must be fitted with seat belts, although older buses aren't required to have seatbelts retrofitted so it might be about 15-20 more years before they become ubiquitous.
