Assuming that the artist is staying true to the three-act structure, which it definitely looks like they're doing, it is actually about time the plot gets moved along. I have confidence that it will soon.  
It really doesn't matter how many pages the artist plans on making. What matters is that there's a story and how this story is told. Padding is padding, planned or not.
