Sombra was actually never evil. At the least entirely.
 
At any rate, all I can say to this is that although it is a super strange choice to put a Sombra doll for Flurry, it is the artist’s choice. Maybe Flurry liked the way Sombra looked. Maybe the artist wanted a reason to draw a Sombra doll. It is not a bad piece. Strange choice of doll, but strange is not bad.
